Best SCORM LMS for small and mid-size companies in 2026: 15 options compared

Vendor facts checked · 15 options

The short answer

For a company of 20 to 1,000 people, shortlist an LMS that plays both SCORM 1.2 and SCORM 2004, prices on a basis you can predict, and gives client or branch portals if you train outsiders. MoodleCloud and TalentLMS are cheapest to start; Docebo and Absorb suit larger firms; Bodhih LMS adds India pricing, SSO and multi-tenancy.

Most small and mid-size companies buy an LMS for three jobs: play the SCORM courses they already own or buy, assign and track mandatory training, and prove completion in a report. The products below all do the first job; they differ most in which SCORM versions they play, how the price grows with your headcount, and whether you can run separate portals for clients, franchisees or regional offices.

Every figure below was read from the vendor’s own pricing page or help documentation on 24 October 2026. Prices exclude tax, are in the vendor’s published currency, and change often, so confirm them before you sign.

How we built this list

  • Included: LMS products that state SCORM support in their own documentation and sell to companies with fewer than 1,000 learners.
  • Checked for each: SCORM 1.2 and 2004 support, xAPI, cheapest published paid plan, free plan or trial, client or branch portals, and anything specific to India.
  • Left out when a fact could not be confirmed on the vendor’s site: the field says “not published” rather than a guess.
  • Order: Bodhih LMS is ours, so it is listed first and labelled. The rest are in alphabetical order. This is a shortlist with facts, not a score.

Disclosure: Bodhih publishes this guide and sells the product marked “Our product”. We receive nothing from the other providers listed, and links to them are not affiliate links.

How to choose

Which SCORM version do you actually need?

Open one of your course packages and read imsmanifest.xml: the schemaversion line says 1.2 or 2004. Most off-the-shelf courses still ship as SCORM 1.2; SCORM 2004 matters when a course uses sequencing (locked order, remediation loops) or reports more detail. If any course you own is 2004, rule out an LMS that plays only 1.2.

xAPI and cmi5 matter if you track learning outside the LMS (simulations, apps, on-the-job tasks). If you do not, they are a nice-to-have.

How will the price grow with you?

There are three common models: per active user a month (cheap for a small, variable audience; unpredictable as usage grows), per registered user or seat a year (predictable; you pay for people who never log in) and flat plans with a user cap (cheapest until you cross the cap). Model your headcount at 12 and 36 months before you compare.

Do you train people outside the company?

If you train franchisees, dealers, clients or regional offices, you need separate portals (also called branches, tenants or extended enterprise) so each audience sees its own courses, branding and reports. Check whether portals are included or sold as an add-on, and how many you get.

Common questions

Questions people ask next

What is the cheapest SCORM-compliant LMS for a small company?

Of the options checked in October 2026, TalentLMS and Zoho Learn have free plans for 5 users, and MoodleCloud Starter costs $170 (₹15,360) a year for 50 users. Check SCORM versions before choosing: TalentLMS documents SCORM 1.2 and Moodle plays SCORM 2004 only with a plugin.

Which LMS supports both SCORM 1.2 and SCORM 2004?

From vendor documentation checked in October 2026: Bodhih LMS, Absorb, Adobe Learning Manager, CYPHER Learning, Docebo, iSpring Learn, LearnUpon, Litmos and Zoho Learn state support for both.

What is a multi-tenant LMS?

A multi-tenant LMS runs several separate portals from one system, each with its own users, courses, branding and reports. Training companies use it to serve each client, and groups use it for subsidiaries or regional offices.

Is Moodle free?

Moodle’s software is open source and free to download, but you pay for hosting and administration. MoodleCloud, Moodle’s own hosted service, starts at $170 a year for 50 users (₹15,360 in India).

Why is Bodhih LMS listed first?

Because it is our product and we say so. The other products are listed alphabetically, every fact about them comes from their own websites, and every entry, ours included, carries a “watch out for” line.

How often is this list updated?

Vendor facts are checked every quarter; the date at the top says when they were last checked. Prices and plans change often, so confirm with the vendor before you buy.
