Quick answer

How do you design an employee benefits package?

Agree what your benefits are for, audit what you offer, cost and take-up, survey employees, build needs-based personas, keep broad needs in a core and offer choice where needs differ, cost scenarios against a budget, tender vendors with data protection as a knockout, then launch clearly and measure value every year. The Benefits Design and Flex Menu Kit from Bodhih Training gives you a file for each step.

Sound familiar?

You already feel the problem. Here is what it is costing you.

Spend nobody can explain

Finance asks what the benefits budget buys, and the honest answer is a list of invoices. Nobody knows which benefits people use or value.

A package built for the average employee

The survey average says a benefit hardly matters, yet one group relies on it. Families, carers, part-timers and field staff quietly lose out.

Benefits people don't know they have

The EAP, life cover and income protection are paid for every month and barely known. Low awareness looks like low value, and the wrong things get cut.

Renewals that arrive as a surprise

A contract renews automatically because nobody noticed the notice deadline, or a 10% increase lands with a week to respond.

Flexible benefits that feel risky

Leaders like the idea of choice but fear cost overruns, tax surprises and confused employees, so nothing changes.

Changes that feel like losses

A good redesign is announced in one email, and the first thing people hear is that their favourite benefit has gone.

Now imagine this

Picture the next few weeks with the kit open beside you.

Picture the first week. Instead of starting with a benchmark, you open the Start Here map, type your currency, headcount and payroll into the workbook and list every benefit on the Audit sheet. By Friday you know what you spend, what each benefit costs per head and which notice deadlines are close.

Now it is week five. As you read the survey roll-up, two benefits stand out as priorities to fix and three ideas as unmet needs. The needs matrix shows which needs are shared by everyone and which belong to one or two personas, and the menu starts to design itself.

Imagine the leadership meeting. You show three costed scenarios against the budget, the bottom-up and top-down numbers tie, and each benefit you propose to end has a decision record and a transition plan. The vendor scorer shows why the cheapest insurer was excluded.

And then the launch. People who lose a benefit hear it from you first, managers have their talking points, enrolment has clear defaults and every employee receives a total reward statement. Whether you start with the e-book tonight or the workbook tomorrow morning, next year's renewal starts from evidence.

Outcomes

When you have worked through it, you will be able to…

Every outcome is practised with a worked example and a tool, not just described.

  • Agree what your benefits are for and write a one-page philosophy and policy
  • Audit every benefit for eligibility, real cost, take-up, awareness and contract deadlines
  • Run a survey and focus groups that show what people value, with inclusion built in
  • Build needs-based personas and a needs matrix that separates core needs from flex options
  • Design a menu with core, flex and voluntary tiers and credit prices
  • Cost scenarios per head, per persona and in total against a budget
  • Tender vendors fairly, with data protection as a knockout
  • Launch changes clearly and measure value every year before renewals
Measure it

Know your starting point. Prove your progress.

People who measure before and after improve faster and can show it. AssessAll, our sister assessment platform, has AI-graded assessments that pair with this kit. Take one now, work through the kit, then re-take it.

A taste of Chapter 3

Listening is where you find the people a package fails without meaning to. Ask explicitly about five groups. Caregivers: elder care can press as hard as childcare, and time is often scarcer than money. Neurodivergent colleagues: long, dense benefits guides and complex enrolment screens are barriers; plain language and good defaults help everyone. LGBTQ+ families: check that partner and dependant definitions, and any family-forming support, cover all family types. Older workers: check age limits in insured benefits, retirement planning and support around menopause. Part-timers and field staff: check eligibility, pro-rating and whether a benefit is usable at their hours and where they are. None of these checks is expensive. Most take an hour with the plan documents and a conversation with the people concerned, and they cost far less than fixing an exclusion after launch.

Questions buyers ask

The Benefits Design and Flex Menu Kit: FAQs

Read the free guideAlready bought? Resend my link

How do I start a benefits review?

Agree with leadership what your benefits are for and the budget range, then audit every benefit: type, eligibility, enrolled, real cost and contract notice deadlines. The audit can surface savings and urgent deadlines before you survey anyone. The kit's Start Here map and audit worksheet take you through the first week.

What is a flexible benefits scheme?

A package where everyone receives core protection and can choose some benefits to suit their needs, often by spending an annual allowance of credits on a priced menu. Lighter versions offer a few voluntary extras; a lifestyle spending account reimburses approved categories. Chapter 6 compares the four models and helps you choose the least complex one that fits.

Which benefits do employees value most?

It depends on your people, which is why the kit starts with a survey and personas rather than a list. Health cover and retirement are often near the top, but family and care, flexibility and learning matter very differently at different life stages. The needs matrix shows which needs are shared and which are concentrated in some groups.

How do I cost a flexible benefits package?

Cost the core at expected take-up, add the credits you allocate, subsidies, platform fees and any employer charges on taxable options, then compare scenarios against your budget. The workbook calculates cost per head, per persona and in total, and shows whether the bottom-up and top-down figures tie.

Is this legal or tax advice?

No. The kit is educational and teaches good practice that works in any country. Country specifics sit in one cheat sheet dated October 2026 covering the EU, UK, US, India, the Gulf, Asia-Pacific and Africa. Tax, social security and employment rules change often, so check your HR team, payroll, company policy and local law, and ask a qualified adviser before you act.

Can we use AI in benefits design?

Yes, for cleaning cost data, theming anonymised survey comments, drafting communications and comparing vendor responses against your criteria. AI must not decide anyone's eligibility, benefit level or pay, or rule on tax. Use approved tools, paste aggregated data only and have a named person check every output. The prompt pack includes a check for each prompt.

How do I measure my starting point in reward decisions?

AssessAll offers assessments that match this kit: the Pay and Reward Decision Assessment for Managers and HR Teams, the HR Business Partner & Employee Relations Judgment, and the People & Performance Data Judgment. Take one before your redesign and again after it. Links are on the Start Here map; they are separate products, not included in the kit.

How do I turn this into a development plan for my reward team?

Pick one or two skills from the kit, such as survey analysis, costing scenarios or running a tender, and set them out as a plan with actions and dates. Jobulary explains how its individual development plans work, and the link is on the Start Here map.

Does it work outside the UK or US?

Yes. The method, the workbook and the templates are country-neutral and work in any currency. Run one copy of the workbook per country, because statutory benefits, tax and prices differ, and use the dated country notes as a list of what to check locally.

Which software do I need?

The workbooks open in Excel, Google Sheets or LibreOffice and use no macros. The forms are fillable in Acrobat Reader and most PDF apps, the templates open in Word or Google Docs, the calendar imports into Google Calendar, Outlook or Apple Calendar, and the CSV imports into Trello, Asana, Notion, Planner or Jira.

How much does The Benefits Design and Flex Menu Kit cost?

₹1,299 including 18% GST for buyers in India, or $34 for buyers outside India. One-time payment, no subscription, with an automatic invoice.

How do I get the files after paying?

Instantly. Your download page opens the moment payment succeeds, and a permanent download link is emailed to you. Download each file separately or everything in one ZIP.

What software do I need?

Any of the usual tools: Excel or Google Sheets for spreadsheets, Word or Google Docs for templates, Adobe Acrobat Reader, Preview, Xodo or GoodNotes for the fillable PDFs, and Google, Outlook or Apple Calendar for the calendar plan.

Can I get a refund?

Because it is a digital download, kits are not refundable once downloaded. We always refund a duplicate charge or a failed delivery, and if a file is corrupted and we cannot fix it within 3 working days. Full terms: bodhih.org/refunds.

Can my company buy this for a team?

Yes. Team and company licences, and workshops on this topic run by Bodhih Training, are available. Write to solutions@bodhih.com or call +91 99000 11601.
