What is competency-based training?

Competency-based training is an approach that starts from the skills a role requires, not from a course catalogue. Each competency is defined with observable behaviours and levels; people are assessed against it, trained on their gaps, and progress when they demonstrate the skill rather than when they finish a set number of hours. Success is measured by change in demonstrated competence, not attendance or satisfaction scores.
How is competency-based training different from traditional training?
The difference is what drives the programme and what counts as success.

What is a competency?
A competency is a combination of knowledge, skill and behaviour that shows up in observable work. “Written clarity” is a competency; “attended a writing workshop” is not. A useful competency has a short definition, behaviours you can observe and levels from beginner to expert.
- Name: short and specific, such as Written Clarity.
- Definition: one or two sentences.
- Behavioural indicators: what you would see at each level.
- Levels or scale: how proficiency is graded.
- Assessment method: how it will be measured.
How do I implement competency-based training?
Start with one role or one critical competency rather than redesigning everything at once.
- Choose or adapt a competency framework for the roles in scope.
- Agree what each level looks like with managers.
- Run a diagnostic to measure each person’s starting level.
- Assign training to the gaps, with practice on real work.
- Assess performance with graded tasks, observation or a portfolio.
- Re-measure after people have had time to apply it, for example at 90 days.
- Report movement per person and per team.
How does Bodhih use competency-based training?

Most failures come from frameworks that look good on paper but are never used for decisions.
- Too many competencies to assess or remember.
- Definitions with no observable behaviours.
- Self-rating as the only measure.
- Measuring once and never again.

What is an example of competency-based training?
A team’s written clarity is measured with a diagnostic on real emails. Those below the target level complete practice on rewriting their own messages, which is graded. After 90 days, their writing is measured again and the change in score is recorded, rather than simply logging that they attended a course.
Is competency-based training the same as skills-based training?
They overlap. Skills-based training focuses on teaching a skill. Competency-based training adds a defined framework of levels and requires people to demonstrate the competency, measured before and after, before it counts as achieved. In practice the two are often combined in one programme.

How do you measure competency?
Use performance evidence: graded tasks, simulations, situational judgement tests, observation or a portfolio of real work. Measure before training and again after people have had time to apply it. Self-ratings are useful context but should not be the only measure.
Does competency-based training take longer?
Not necessarily. Because people only train on their gaps, some finish faster than in a fixed course. Setting up the framework and assessments takes effort at the start, but it saves time spent training people on skills they already have.
