What is Competency assessment?

Definition

Competency assessment is the process of measuring how well a person performs against defined competencies, using evidence such as knowledge tests, situational judgement items, practical tasks, work samples, observation and structured feedback. Each result is scored against level descriptors from a competency framework, so the outcome is a proficiency level or score for each competency rather than a single pass mark. It is used for hiring, training needs analysis, certification, promotion and measuring whether training changed capability.

A sound competency assessment starts from the framework: for each competency it chooses evidence that can show the behaviour, writes a scoring rubric tied to the level descriptors, and trains assessors to apply it consistently. Knowledge tests are efficient but show only what someone knows; situational judgement tests show judgement; work samples and observed tasks show what they can actually do. Combining methods gives a fairer picture.

For corporate L&D, competency assessment makes training decisions evidence-based: who needs what, who is ready for a role, and whether a programme moved people. Assessing the same competencies before and after training turns completion data into movement data.
